รัฐบาล ดาหน้าแจง ยังไม่ “ถังแตก” นายอภิศักดิ์ ตันติวรวงศ์ รมว.คลัง นายกฯ แจง รัฐบาลใช้เงินถูกทาง ด้าน รมว.คลัง ยืนยันรัฐบาลยังไม่ถังแตก เหตุที่มีเงินคงคลังเหลือแค่ 7.49 หมื่นล้าน เพื่อให้เสียดอกเบี้ยน้อย เผยยังมีช่องทางหารายได้เพิ่มอีกมาก พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและหัวหน้าคณะรักษาความสงบแห่งชาติ (คสช.) กล่าวชี้แจง เรื่องสถานการณ์เงินคงคลังที่หลายฝ่ายวิพากษ์วิจารณ์ว่าอยู่ในฐานะถังแตก ว่า สื่อและประชาชนอย่าตกใจ วันนี้ ต้องดูว่ารัฐบาลเอาเงินไปลงทุนถูกต้องและทำได้หรือไม่ กฎการลงทุนเป็นอย่างไร หนี้สาธารณะเกินหรือไม่ มีการทุจริตหรือไม่ ต้องดูปลายทางด้วย ไม่ใช่แตะอะไรไม่ได้สักอย่าง แต่ต้องการให้ประเทศพัฒนา และการพิจารณาโครงการต่างๆ ฝ่ายกฎหมาย ฝ่ายควบคุมหนี้สาธารณะ และกระทรวงการคลัง พร้อมสอบถามหน่วยงานที่เกี่ยว ว่าที่สั่งออกไปหรือใช้ไปมีปัญหาหรือไม่ ก่อนที่จะนำเข้ามาให้คณะรัฐมนตรี (ครม.) อนุมัติ ซึ่งผ่านการกลั่นกรองมาแล้ว วันนี้อยากให้ไปดูการใช้เงินว่ามีโครงการอะไรบ้าง เอาโครงการมาเปรียบเทียบกัน จากนั้นมาไล่ดูว่าผิดกฎระเบียบการเงินการคลังในการใช้เงินงบประมาณหรือไม่ "ปัญหาของประเทศเช่น น้ำท่วม ช่วยเหลือเกษตรกร ช่วยเหลือชาวนา ช่วยเหลือทุกอย่าง แล้วการพัฒนาการลงทุนจะเอาเงินที่ไหนลงไป หรือให้แค่นั้นพอจบ การเงินการคลังเต็มล้น จะเอาอย่างไรเลือกมา ปัญหาอยู่ที่ว่าท่านเลือกอย่างไร ถ้าจะเอาแบบนั้นก็จบหยุดไม่ต้องปฏิรูป ไม่ต้องทำอะไรทั้งสิ้น" พล.อ.ประยุทธ์กล่าว ด้านนายอภิศักดิ์ ตันติวรวงศ์ รมว.คลัง กล่าวว่า เหตุที่ระดับเงินคงคลังเหลือเพียง 7.49 หมื่นล้านบาท ไม่ถือว่าต่ำ เพราะกระทรวงการคลังไม่ต้องการกู้เงินมากองไว้ จะได้ไม่ต้องเสียดอกเบี้ยในอัตรา 2% โดยมีการประเมินว่าระดับเงินคงคลังควรอยู่ที่ 5 หมื่นล้านบาท ถึง 1 แสนล้านบาท การมีเงินคงคลังอยู่ที่ 3 - 5 แสนล้านบาท ถือว่ามากเกินไป ทั้งนี้ หากมีความจำเป็นก็ยังมีวงเงินกู้ฉุกเฉินเพื่อรักษาสภาพคล่องอีก 8 หมื่นล้านบาท นายอภิศักดิ์กล่าวว่า ช่วงต้นปี เงินคงคลังจะต่ำ เนื่องจากภาษียังไม่เข้ามา ยิ่งปี 2559 จะต่ำกว่าทุกปี เพราะกระทรวงการคลังเพื่อระบบวิธีบริหารจัดการเงินคงคลังใหม่ และเร่งรัดให้มีการเบิกจ่ายงบประมาณเพื่อนำไปใช้ในโครงการต่างๆ "ยืนยันว่ารัฐบาลไม่ได้ถังแตก เพราะยังมีเงินอีกมาก ไม่ใช่แค่เงินคงคลัง แต่ยังสามารถกู้มาใช้ได้อีกจากการทำงบประมาณขาดดุล" นายอภิศักดิ์กล่าว ก่อนหน้านี้ นายเดชรัต สุขกำเนิด อาจารย์คณะเศรษฐศาสตร์ มหาวิทยาลัยเกษตรศาสตร์ ออกมาระบุผ่านเฟซบุ๊กส่วนตัวว่า เงินคงคลังของประเทศไทย เมื่อเดือน ก.ย. 2557 ภายหลังจากที่ คสช. ยึดอำนาจ มีอยู่ราว 4.95 แสนล้านบาท แต่พอถึงเดือน ธ.ค.2559 กลับเหลืออยู่เพียง 7.49 หมื่นล้านบาทเท่านั้น
