MADRID (MarketWatch) -- French Socialist Francois Hollande, one of the main candidates exoected to challenge President Nicolas Sarkozy in May, reportedly said Monday that if elected, he would seek to renegotiate the fiscal agreement reached in Brussels last week. According to a report in AFP, Hollande said in a radio interview with RTL that if elected, he would try to convince his European counterparts on three fronts: the issuance of joint eurobonds to combine sovereign debt; allowing more intervention on bond markets by the European Central Bank and agreeing to stimulus measures. His Socialist party has been critical of Sarkozy for bending to Germany's will and undermining France's own policy. Hollande is leading in opinion polls in France right now ahead of a presidential election due to take place in two rounds, next April 22 and May 6, said media reports.

MADRID (MarketWatch) -- Borrowing costs for Italy fell at an auction of 12-month notes on Monday, with the government selling €7 billion ($9.4 billion) bonds at a yield of 5.95%, according to media reports. The government received bids worth €13.47 billion, with demand for the auction covered 1.92 times. LONDON (MarketWatch) — U.S. stock futures dropped on Monday, as investors questioned whether the measures announced by euro-zone leaders last week would be enough to stem the sovereign debt crisis.

 

Futures on the Dow Jones Industrial Average DJ2H -0.74%  declined 91 points to 12,052 and those on the Standard & Poor’s 500 index SP2H -0.92%  dropped 9.70 points to 1,243.30.

 

Nasdaq 100 futures ND2H -0.64%  fell 16 points to 2,302.5.

The benchmark index rose 0.8% on Friday after British Prime Minister David Cameron decided to opt out of a new EU accord that will see euro-area countries coordinate their fiscal policy. The move means the U.K.’s financial-services companies will likely not be subjected to a transaction tax, known as the “Tobin tax.”

European Banks Hunt for Ways to Raise Cash

LONDON — As Europe continues to grapple with its sovereign debt crisis, many of the Continent’s banks are facing increased financing costs and limited access to much-needed cash, according to the Bank for International Settlements, an association of the world’s central banks.

Firms are also turning to asset sales to increase their capital reserves. Attention has focused on banks’ international operations, particularly in Eastern Europe, as they focus attention to their home markets.

ม.ร.ว.สุขุมพันธุ์ บริพัตร ผู้ว่าราชการกรุงเทพมหานคร (กทม.) เดินทางมายังถนนพุทธมณฑลสาย 1 เขตภาษีเจริญ เพื่อเปิดโครงการ "ปฏิบัติการจัดการขยะเพื่อฟื้นฟูชุมชน กทม." โดยกทม.ร่วมมือกับสำนักงานเขตฝั่งตะวันตก 6 เขต ได้แก่ เขตภาษีเจริญ เขตบางแค เขตหนองแขม เขตตลิ่งชัน เขตทวีวัฒนา เขตบางพลัด สำนักงานกองทุนสนับสนุนการสร้างเสริมสุขภาพ (สสส.) มูลนิธิเอสซีจี หน่วยงานภาครัฐและเอกชน สถานศึกษา เครือข่ายชุมชน โดยมีวัตถุประสงค์ให้เกิดการจัดการขยะอย่างเป็นระบบเพื่อลดภาระในการจัดเก็บและฝังกลบ ซึ่งจะนำไปสู่ระยะเวลาที่สั้นขึ้นของการจัดการขยะตกค้าง

ผู้สื่อข่าวรายงานว่า สำหรับโครงการนี้เริ่มปฏิบัติการที่เขตภาษีเจริญเป็นแห่งแรก เพื่อวางระบบการจัดการขยะเฟอร์นิเจอร์ที่เสียหายจากน้ำท่วม โดยมีการออกแบบเส้นทางขนย้ายเพื่อนำไปสู่ลานตากและย่อยสลาย ซึ่งจะดำเนินการโดยอาสาสมัครเยาวชนในชุมชนในการแยกชิ้นส่วนและย่อยสลาย เพื่อใช้เป็นเชื้อเพลิงในโรงงานอุตสาหกรรม หรือนำไปเป็นวัตถุดิบในการผลิตใหม่ผ่านการสนับสนุนของมูลนิธิซีเมนต์ไทยและภาคเอกชนอื่นๆ

ม.ร.ว.สุขุมพันธุ์ กล่าวว่า ขณะนี้ปัญหาอุทกภัยคลี่คลายแล้ว แต่ปัญหาที่ตามมาคือปริมาณขยะเป็นจำนวนมากที่ตกค้าง จากปกติ กทม.เก็บได้ประมาณ 8,500 ตันต่อวัน เพิ่มขึ้นเป็นวันละไม่ต่ำกว่า 10,000 ตัน ส่วนใหญ่ประชาชนที่นำขยะมาทิ้งไม่ได้มีการคัดแยกประเภทของขยะ ทำให้ต้องใช้เวลานานนับเดือน ในการจัดเก็บขยะซึ่งโครงการปฏิบัติการจัดการขยะ เพื่อฟื้นฟูชุมชน กทม.เป็นการร่วมมือระหว่าง กทม.และหน่วยงานภาคีที่เกี่ยวข้อง โดยหลังจากเริ่มทดลองมาได้ในช่วงต้นเดือนที่ผ่านมา สามารถคัดแยกขยะ โดยเฉพาะขยะจากเฟอร์นิเจอร์ไม้ได้มากถึง 20 ตัน ดังนั้นกทม.เตรียมขยายโครงการในพื้นที่ต่าง ๆ ให้ครอบคลุมโดยรอบ เช่น เขตบางแค เขตหนองแขม เขตตลิ่งชัน เขตทวีวัฒนา และเขตบางพลัด เพื่อช่วยสนับสนุนจัดการขยะที่ตกค้างของพื้นที่ให้มีประสิทธิภาพใช้เวลาให้รวดเร็วมากยิ่งขึ้น ซึ่งกทม.จัดการขยะโดยวิธีฝังกลบร้อยละ 90 อีกร้อยละ 10 จะนำขยะแปรรูปเป็นปุ๋ยนำไปใช้ใส่ต้นไม้ในพื้นที่ กทม.ต่อไป

S&P economist says time running out for EU: report

MADRID (MarketWatch) -- Standard & Poor's chief European economist, Jean Michel Six, said Monday that time is running out for the European Union to take action to resolve its debt crisis, according to Reuters. Speaking at a business conference in Tel Aviv, Six said measures announced at last week's EU summit marked a big step towards resolving the issue, but he sees "another shock required before everyone in Europe reads from the same page." An example of that would be a major German bank facing market difficulties, which would make everyone realize that even Germany isn't immune from contagion. S&P last week put 15 euro-zone countries on watch for a potential downgrade. Six said the credit firm wanted to send a strong signal that the region is at major risk of recession and a credit crunch next year.
