FRANKFURT (MarketWatch)—The European Central Bank on Thursday left its key lending rate unchanged, leaving the spotlight to Mario Draghi as investors seek clues to the institution’s next moves after unveiling last month a controversial bond-buying program.

 

Meeting in the Slovenian capital of Ljubljana, the ECB’s Governing Council left the main refi rate at 0.75% and held the deposit rate, which it pays to banks that park funds at the ECB overnight, at 0%.

 

 

Although economic data and survey evidence point to a deepening downturn that’s likely been severe enough to tip the euro zone back into technical recession in the third quarter, most economists had expected no action.

 

Draghi, the ECB chief, will hold his monthly news conference at 8:30 a.m. Eastern time.

 

The euro EURUSD +0.67%   traded at $1.2966 versus the dollar, up 0.3% from Wednesday.

 

“Markets are more likely to be more interested in what ECB President Draghi has to say about the [Outright Monetary Transactions] bond-buying program, and whether he is prepared to elaborate on some of the details he first unveiled a month ago,” said Michael Hewson, senior market analyst at CMC Markets U.K..

 

Lingering questions surround how quickly purchases might start after a country applies for help, whether a formal request for aid would be enough to trigger bond purchases and just how big purchases could potentially be, wrote economists at Capital Economics.

 

Big questions also surround the conditions that countries must agree to in return for participation in the bond-buying program. Spain, which is seen as the next country in need of a bailout, continues to drag its feet, largely due to concerns abut the potential for demands for added austerity and the loss of Madrid’s control over its own budget. Lutz Karpowitz, currency strategist at Commerzbank, said divisions within the ECB over conditionality questions may tie Draghi’s hands.

 

”Draghi will once again try to keep a low profile and play down possible conflicts within the ECB to prevent the financial markets from getting nervous. He does not seem to have any other choice anyway,” he said, in a note to clients.

 

Draghi’s pledge to intervene has already served to drag down bond yields from crisis levels, which in turn has robbed Madrid of the urgency to ask for help—a paradoxical situation that few strategists expect to last.

Spain on Thursday morning successfully sold 4 billion euros ($5.18 billion) of debt amid strong demand.

 

Earlier, the Bank of England stood pat, as expected, on monetary policy amid modest signs of improvement by the U.K. economy.

 

The Bank of England left its key lending rate unchanged at a record low 0.5%, where it’s stood since March 2009. After moving in July to boost the size of its asset-purchase program by 50 billion pounds ($80.6 billion) to a total of £375 billion, policy makers likely saw little reason to take further action until those purchases run their course next month.

 

Meanwhile, in London, the Bank of England may not stick to the sidelines for long, economists said.

 

“We believe the odds are still heavily slanted toward more Bank of England stimulus in the fourth quarter. Although the economy is currently showing some signs of improvement and inflation could be sticky over the coming months, it is extended weak economic activity rather than inflation that remains the greatest risk facing the U.K. economy,” said Howard Archer, chief U.K. and European economist at IHS Global Insight in London.
