India’s great gold strike: finally over

For the past three weeks, the steel rolldown gate at Motaba & Sons Jewellers on the Colaba Causeway in Mumbai has been closed. Outside hangs a banner which reads, “The Colaba Jewellers’ Association is protesting against the illegitimate excise duty on gold brought by the government”.

Most Indian gold jewellers have been on strike since the government introduced an excise duty on gold in in last month’s annual budget.

Families buying gold for weddings – the biggest customers – were left scrambling. Some were even been reduced to presenting newlyweds with the marital equivalent of IOUs - gold-backed savings certificates.

But on Saturday they may just open up again, after a delegation of industry trade bodies left a meeting with Pranab Mukherjee, the finance minister, confident the plan would be scrapped.

The main trade body representing jewellers, goldsmiths and artisans had gone into the meeting insisting that unless the government rolled back the hike the strike would go on, even though the disruption had cost the industry nearly $3bn, and the tax man as much as $157m.

But the meeting with Mukherjee seems to have gone well. “The Finance Minister has assured whatever best is possible will be done,” a member of the delegation told NDTV after the meeting.

One member of the All India Gems & Jewellery Trade Federation, who did not wish to be named, told beyondbrics that it was only a matter of time before the strike was called off, though nothing could be done about the excise hike until parliament met in the first week of May.

Three billion dollars of lost revenues to fight a measly 1 per cent tax seems like a bit of an overreaction. But the heads of the All India Gems & Jewellery Trade Federation argued that the problem was not the level of excise, but the industry’s capacity to comply with the red tape.

The vast bulk of India’s jewellery industry is made up of small workshops in the country’s vast warrren of unorganised manufacturing, where the sort of paperwork required to comply with government dictates simply doesn’t exist.

Also, a single piece of jewellery often passes through five or six hands – from polishing to stamping to fitting to designing – before it reaches a customer, making any regulatory process even more cumbersome.

Even if the jewellers were to manage to comply with the specific requirements of the excise rules, the inevitable raids by excise department officials would turn up other regulatory violations in the workshops’ books, which aren’t the type that have been pored over by a chartered accountant.

“It is not practically possible to monitor the handmade manufacturers,” said Bachraj Bamalwa, chairman of the trade body. “The industry is not in a position to comply with the excise.”

Puran Doshi, a member, of the Mumbai Wholesale Gold Jewellers Association, told The Hindu Business Line that jewellers would be happy to pay instead an extra percentage point on top of the separate planned 2 percentage point hike, to 4 per cent, of the gold import duty.

“We are not averse to paying duties. They can even increase the customs duty from the proposed four per cent to five per cent, but we do not want the government to thrust excise department on us,” he said.

The government had said it had introduced the excise duty as a first step toward a universal, and much-needed, goods and services tax, and increased the import duty to cut down on India’s seemingly unquenchable demand for gold, which, as beyondbrics has reported, is stretching the country’s current account deficit.

The chief culprit is the buying of jewellery for weddings – where gold is considered an auspicious gift. With the strike throttling trade and gold jewellery unavailable in the market, families have resorted to giving newlyweds National Savings Certificates, which could later be redeemed for gold.

“We pinned up National Savings Certificates (NSC) to the garlands on our children at their wedding, as there is no gold jewellery available due to the strike,” Raees Bhai, whose son tied the knot recently, told the Indian Express. ”We have promised to exchange gold jewellery of the same amount, once the strike ends.”

Perhaps that was all the added incentive the finance minister and the goldsmiths needed to come to an agreement – solve the problem and make a few brides and grooms happy in the bargain.
