LONDON (MarketWatch) -- Fitch Ratings said Tuesday that the ability of the European Financial Stability Facility to retain its triple-A credit rating was largely contingent upon France and Germany keeping their triple-A status. In a statement, Fitch said: "We affirmed France's 'AAA' status [on Friday] but warned that there is a slightly greater than 50% chance of a downgrade within the next year or two. This is therefore also the case for the 'AAA' ratings assigned to the EFSF's debt issues, unless additional credit enhancement mechanisms are introduced." Fitch said that the change in the French outlook was not something that could be reflected in its assessment of the EFSF. Markets across Europe are watching closely for any changes to the credit ratings of EU countries after Belgium was downgraded on Friday and several ratings firms have recently warned of potential sovereign downgrades.

WASHINGTON (MarketWatch) --

 

New construction of U.S. houses rose 9.3% in November to a seasonally adjusted annual rate of 685,000 - the highest annual rate since April 2010 -- with multi-family activity leading growth, according to Commerce Department data released Tuesday. Starts for multi-family residences rose 32.2% in November to a rate of 230,000, the highest level since September 2008. Meanwhile, starts of new single-family homes rose 2.3% to an annual rate of 447,000. Starts in October were revised down to 627,000 from a prior estimate of 628,000. Economists polled by MarketWatch had expected an annual rate of 635,000 for starts in November. Building permits, a leading indicator of housing construction, rose 5.7% to a seasonally adjusted annual rate of 681,000, the highest annual rate since March 2010.

Yesterday, concerns about eurozone sovereign debt were exacerbated by a statement from European Central Bank president Mario Draghi, who warned that risks to financial stability have considerably increased in the second half of this year. But he reiterated that the "single currency is irreversible."

 

The pressure on bond markets in the euro area is unprecedented and will remain so in the first few months of next year, he added.

 

Draghi's statement weighed on the US equities, which closed in negative territory, but Asian markets put in a more positive performance after China affirmed the region needs stability after the death of North Korea leader Kim Jong-il.
